Air Delivery Inside Russia: How the Domestic Leg Affects Your Shipment to a Russian Buyer

Trade Pulse

For most exporters shipping to Russia and the CIS, Moscow is not the final address. The goods land at Sheremetyevo or Vnukovo, clear customs there, and only then fly on to the buyer's city — and that second, domestic leg is planned around the documents you send with the shipment. If a certificate, an invoice line or a packing detail is missing, the cargo sits at the border while the booked flight departs without it. Understanding how the domestic air leg is priced and scheduled tells you what your Russian buyer will ask for and why they ask early.

Why the domestic leg is your concern too

Air transport inside Russia is fast, avoids the paperwork of a second border crossing and stays reasonably priced — which is exactly why buyers outside the Moscow region rely on it for goods that cannot wait weeks on the road. But the flight is booked against a release date. The domestic carrier accepts the consignment only once it has left customs control, so every day your documents spend in correction is a day of storage plus a re-booked flight.

In practice this shifts part of the schedule onto you as the shipper. The commercial documents you issue, the way the cargo is packed and marked, and how accurately weight and dimensions are declared all decide whether the goods make the planned connection or wait for the next one.

What moves by air and where the limits bite

A wide range of goods travels by air inside the country:

  • food, especially perishables that are sensitive to transport conditions;
  • antiques and valuables;
  • machinery and equipment;
  • household chemicals and personal care goods;
  • textiles, footwear and similar consumer items.

The single hard condition is that the consignment must fit the freight aircraft by dimensions and weight. This is where exporters of machinery and industrial equipment lose time most often: a crate built for sea freight is frequently too tall or too heavy for the domestic aircraft, and it has to be re-packed in Moscow at the buyer's expense. Ask your buyer for the aircraft limits before the crating drawing is approved, not after.

Small but important consignments work the other way round. Securities, originals of contracts and similar papers move as air document shipments: depending on their level of importance the parcel carries the corresponding marking and travels under heightened control, with the integrity of the packaging and the contents guaranteed. Mail can also be flown when it must reach the destination urgently or when it carries sensitive information that requires a higher level of security — otherwise postal operators handle it.

Cargo aircraft loading in Moscow: the domestic leg starts only after customs release

Documents your buyer will request

Nothing flies onward until the import formalities are closed, so the request list you receive from the Russian side is really a list of what the customs clearance file needs: a contract and invoice with clear descriptions and values, a packing list matching the actual gross and net weights, and — for regulated goods such as food, cosmetics or electrical equipment — the permits obtained through certification. Perishables additionally need the temperature regime stated in writing, because the domestic carrier plans handling around it.

The domestic flight can only be booked after release, and slots for the following day close early. A single mismatch between the packing list and the actual weight typically costs a day of storage plus a re-booked flight — for perishables that is the whole shelf-life margin.

Send scans of the full set ahead of the physical shipment. Your buyer, or the customs representative acting for them, can prepare the declaration in advance so that the release and the onward flight fall on the same day.

What drives the cost and the timing

The price of the domestic leg is always calculated individually. General tariffs for air freight out of Moscow exist, but they are adjusted to the specifics of each order. Four factors move the figure, and three of them are in your hands:

What affects the priceWhat it means for your shipmentWhat to prepare
Destination and distance from MoscowSet by the buyer, not by you, but it defines how long the goods stay in transit after releaseConfirm the final city before quoting delivery terms
Dimensions, weight, handling and safety requirementsOversized or overweight crates may not fit the aircraft and get re-packedAircraft-compatible packing, exact gross/net figures, temperature regime in writing
Number of flights and terminals on the routeEach transfer adds handling time and a further chance of damageSturdy packing and clear marking on every package
Extra services: temporary storage, door deliveryStorage is what you pay for when documents are incompleteFull document set sent ahead of the cargo

Where the goods depart from inside Russia — Vnukovo or Sheremetyevo — does not change the logic: the route is built around the release date, and express delivery is available when the buyer needs the shortest possible transit.

What the shipper should do

  1. Ask the buyer for the final destination city and whether the last leg is by air — the answer changes your packing specification.
  2. Check the aircraft dimension and weight limits before building crates, especially for equipment and machinery.
  3. Declare gross and net weight exactly as they will be measured; do not round them to the contract figure.
  4. State the temperature and handling regime for perishables and sensitive goods in the shipping documents, not only in correspondence.
  5. Send scans of the contract, invoice, packing list and any certificates before the cargo departs, so the declaration is ready on arrival.
  6. Mark every package individually — consignments that pass several terminals lose loose or unmarked pieces first.
  7. Agree with the buyer who pays for storage if the release is delayed; put it in the contract rather than settling it afterwards.

Frequently asked questions

Do we need separate customs formalities for the domestic flight?
No. The domestic leg carries no second border crossing and no additional customs clearance — that is one of its advantages. The formalities happen once, on arrival in Moscow.

Can documents and small valuable parcels be sent this way?
Yes, and the service is in steady demand. Depending on their importance, papers travel with the corresponding marking and under heightened control, with packaging integrity and contents guaranteed.

Why does the quote change after the cargo arrives?
Because the price depends on measured dimensions and weight, on the number of flights and terminals on the route, and on extras such as temporary storage or door delivery. If the declared figures differ from the actual ones, the tariff is recalculated.

Our goods are perishable. How much margin should we plan?
Plan the shelf life against the release date, not the arrival date. The flight is booked only after the goods leave customs control, so any document correction eats directly into the remaining shelf life.

Summary

Air delivery inside Russia is fast and free of a second customs crossing, but it starts only when your consignment is released in Moscow. Aircraft-compatible packing, exact weights and a complete document set sent ahead of the cargo are what keep the booked flight. Everything else — distance, transfers, storage, door delivery — is priced individually and quoted per order. Request a consultation, and we will go through your specific shipment.

We can clear your cargo in Moscow and book the onward air leg to your buyer's city in one contract.
