Children's toys for Russia: Data Matrix marking before release and the new 1 March 2027 deadlines

If you ship toys to Russia, your next consignment still has to arrive with Data Matrix codes already applied — regardless of the deadlines the Russian government has just moved. The extension the market is talking about covers existing stock already held by sellers in Russia (now until the end of February 2027) and postpones mandatory reporting of sell-out at the retail checkout to 1 March 2027. It does not touch the goods you are loading today: without codes your buyer cannot put the shipment into circulation, and if the product card does not match the customs declaration, the container sits at the warehouse instead of moving to the shelf. Below — what actually changed, who is released and who is not, and what your Russian customer will now ask you for before shipment.


Who the extension covers — and who it does not

Mandatory digital marking of children's toys has been in force in Russia since 1 December 2025. It covers goods for children under 14: dolls, puzzles, board games, scooters and other items of HS chapter 95. For stock that was bought and imported before the requirement started, the legislator granted a transition period — and it is that period which has now been extended. The deadline that expired on 31 August 2026 has been moved to the end of February 2027, and the start of mandatory transmission of sell-out data at the checkout has moved from 1 September 2026 to 1 March 2027.

The reason is logistical: part of the sellers' goods is physically locked in marketplace warehouses and in damaged logistics centres, and bringing it into compliance on time was impossible. The resolution was prepared by the Ministry of Economic Development and the Ministry of Industry and Trade after the extension was proposed by the association of e-commerce market participants.

For you as the supplier the practical reading is short: your buyer's warehouse problem became easier, the requirements to your shipment did not change at all.

The extension applies to stock already sitting in Russia and to retail reporting, not to new imports. A consignment leaving your plant now must be marked before it enters circulation, and no shift of deadlines cancels that.

TR CU 008/2011: packaging, marking and labelling

Two different obligations are constantly mixed up. The Data Matrix code is traceability — a serialised code issued in the Russian national system. Separately there is technical regulation TR CU 008/2011 "On the safety of toys", and its requirements to packaging, marking and labelling are not affected by any of these postponements. The product and its consumer packaging must carry the EAC conformity mark, the name and address of the manufacturer and of the importer, the age group, information on materials and warnings about risks — in Russian. Correct application is checked both during certification and during customs control: a label that does not match what is stated in the documents is a textbook reason for refusal of release.

The practical sequence for a new consignment looks like this: first the permit documentation under TR CU 008/2011 and a correct label on the consumer packaging, then the product description in the national catalogue and the marking codes, then the customs declaration and customs clearance. Each of these three steps depends on data that only you, the manufacturer, hold — which is why your buyer's requests now start months before the booking.

Expect to be asked for: artwork of the consumer packaging in print quality, a full article list with model names, material and set composition, the age group for every SKU, technical documentation for the certification body, and barcodes. If your product range changes seasonally, this is a recurring request, not a one-off.

The conclusion from the table is simple: the time was granted to clear warehouses, not to buy in. Through 2026 your buyer runs two regimes side by side — old stock under the transition period and new containers under the normal rules — and they have to keep them apart at the level of warehouse accounting and consignments. That is why suppliers are suddenly asked for SKU-level packing lists and clean consignment numbering: it is how the two regimes are told apart on arrival.

Where the codes are applied: your plant or a warehouse in Russia

Under the general import rule, codes must be applied before the goods are released for free circulation. That leaves two working scenarios, and the choice between them affects both your shipping schedule and someone's cost.

  • Marking at your factory or at the consolidation warehouse. The importer issues the codes in the Russian system and sends them to you as files for printing; the labels are applied before loading. Advantage — the goods arrive ready for sale and nothing is held up after release. Disadvantage — you need print and application quality control on your side: codes on film, on non-standard packaging and on blisters very often fail to scan.
  • Marking at a bonded warehouse or temporary storage facility in Russia. This is used when the consignment is a groupage load or when the supplier is not set up to work with codes. Disadvantage — additional warehouse handling and extra days before release, and that cost usually comes back to the price or to you as a claim.

In practice the question is not about printing technology but about data discipline: the description in the national catalogue must match what is stated in the invoice, the packing list, the permit documents and the declaration. A discrepancy in the model, the material or the composition of a set is the single most common reason why codes have to be reissued — and reissuing codes after the container has arrived means storage days at the border. Suppliers who have already been through this with footwear or clothing know the same two bottlenecks: product-card attributes and physical application onto the packaging.

What this means for your shipment

  1. Agree with your buyer, before production, in what format you receive the code files, what label size is used and where the label sits on each SKU — placement differs for a box, a blister and a shrink-wrapped set.
  2. Run a test print and a scan check on real packaging before mass application. A code that does not read is treated as no code at all.
  3. Send the full article data early: model, material, set composition, age group, barcodes. This is what the catalogue card is built from, and the card has to agree with your invoice and packing list.
  4. Prepare the TR CU 008/2011 documentation and the Russian-language consumer label artwork for approval before the print run, not after the goods are packed.
  5. Do not mix marked and unmarked articles in one shipment, and give a packing list at SKU level — your buyer has to separate old stock from new consignments in their accounting.
  6. Allow 5–10 days for artwork approval and test scanning, and no less than two weeks in total for data preparation before loading.
  7. Protect the codes in transit. A label rubbed off during handling or covered with strapping tape is equivalent to a missing code, and remarking then happens at a temporary storage facility in Russia, at somebody's expense.
  8. If a buyer asks you to ship without codes "because the deadlines have moved", confirm it in writing. The extension does not cover their new import, and the cost of marking on arrival will land somewhere.

Frequently asked questions

Can a consignment now be shipped without codes and marked later?
The extension relates only to stock already held by the seller in Russia and to checkout reporting. New imports are marked under the general rule, before the goods enter circulation. Physically the marking can be done at a bonded warehouse on arrival, but the goods cannot be sold until it is done — so this is a cost and delay question, not a permission question.

Who issues the codes — the supplier or the buyer?
The codes are issued in the Russian traceability system by the importer, who is the registered participant there. You receive ready files, print them and apply them to the packaging. As a foreign supplier you cannot register as the importer in the system, so the process always starts on the buyer's side.

Are the exporter and the shipper the same thing?
Not always. The exporter is a party to the foreign trade contract, while the shipper is whoever physically dispatches the cargo from the warehouse; with groupage shipments and sales through trading companies these are different legal entities. The difference has to be reflected correctly in the transport documents and in the declaration, otherwise the consignment attracts questions during control.

Does the shift of deadlines cancel the obligation to prove that toys are safe?
No. Certification under TR CU 008/2011 and the requirements to packaging marking apply independently of the digital marking rollout dates.

Our buyer sells only through a marketplace. What changes on 1 March 2027?
From that date, reporting the withdrawal of goods from circulation at the checkout becomes mandatory and unmarked stock can no longer be sold. Nothing changes for your shipment directly, but expect your buyer to clear old stock through 2026 and to be markedly stricter about codes and article data on new orders.
