For a supplier shipping to Russia, everything that happens between the border and the buyer's warehouse comes down to one message: the release notification. It is sent the moment the shipment is cleared by customs, and it is the point where your paperwork either holds up or does not. That notification has now changed — it carries a service rating, so the buyer scores the clearance in one tap, without logging in anywhere. For you that means the quality of the document set you send is no longer an internal matter of the Russian side; it is measured and recorded on every consignment.


What the release notification now contains

The service letter and the SMS about the release of an order from customs now include a set of ratings. The recipient does not have to open a personal account, launch the mobile app, call anyone or write a letter — one tap on a rating inside the message is enough.

After the tap a feedback page opens, where a comment can be left: what went well, what did not, what should be changed. The practical part for a supplier is not the rating widget itself. It is that the release event now generates a dated, recorded reaction from the consignee on every single consignment — including the ones that were held at the border because of something that came in the shipping documents.

What this means for your shipment

A release notification only exists once the goods have actually been released. Everything that stands between the arrival of the truck, container or aircraft and that message is customs clearance: declaration, classification of the goods, customs value, permits. Roughly all of it is fed by documents that originate with you, the shipper, not with the buyer.

Three things travel from your side and decide the timing. First, the commercial set — invoice, packing list, contract or specification, transport document. Second, the product description: material, composition, function, model, purpose. A trade name alone is not enough to assign an HS code, and a classification question is one of the most common reasons a consignment waits. Third, the technical file needed for conformity documents — the declaration or certificate is issued in Russia by the importer, but the test reports, specifications, photographs and labelling data come from the manufacturer, which is why certification should be started long before the goods are loaded.

The rating your buyer gives covers the whole chain, but the clock starts with your paperwork: a consignment stopped for a missing conformity document or for an invoice that disagrees with the packing list never reaches the release notification at all.

The mode of transport changes how expensive a delay is, not who causes it. On road groupage a single problem consignment holds the whole truck, so a document error on your part becomes a problem for other shippers as well.

What to do before you ship

  1. Send the complete document set to the buyer before the goods leave your warehouse, not after: invoice, packing list, contract or specification, transport document, certificate of origin where origin is claimed.
  2. Make the documents agree with each other — quantities, net and gross weights, number of packages, marks and numbers. Discrepancies between the invoice and the packing list are checked first and stop the consignment fastest.
  3. Describe the goods so that they can be classified: material, composition, function, model, intended use. Add technical data sheets for anything that is not obvious from the name.
  4. Hand over the technical file for conformity assessment early. Certification runs before clearance, not in parallel with it, and it is the part of the timeline you cannot compress at the border.
  5. Name a person on your side who can answer a customs question the same working day, in writing, in English. Waiting for an answer from a different time zone is a real component of dwell time.
  6. Ask the buyer to forward the release notification to you. It is your confirmation that the consignment cleared, with the date — and the rating in it tells you how the shipment actually went.

Frequently asked questions

Can I, as the supplier, rate the clearance myself?
The SMS and the service letter go to the customer whose order was cleared. If clearance in Russia is arranged by your buyer, the rating request reaches them; ask them to forward the release letter to you so that you at least see the release date.

Does the rating affect the customs procedure in any way?
No. It is service feedback, not a customs formality. Release still depends on the declaration, the documents and the permits — the rating simply records how the process felt to the customer afterwards.

We have no access to the personal account. Can we still follow the consignment?
The personal account and the iOS and Android app belong to the customer of the clearance. Access is theirs to share; the simplest arrangement is for the buyer to pass on the release notifications for your consignments.

What delays the release notification most often?
Documents that contradict each other, a product description too vague to classify, and conformity documents that were not prepared in advance. All three are decided on the shipper's side, before loading.
