Dangerous Goods by Sea to Russia: What the Rules Mean for Your Shipment and Your Buyer

Sea carriage of dangerous goods is governed by an international Code that is updated regularly, although its core requirements stay the same. Almost everything it demands — classification, packaging, marking, stowage and the accompanying documents — is set on your side, at the port of loading, not on the buyer's side in Russia. If any of it is done loosely, the container is either refused by the line or arrives with a document set that your Russian consignee cannot clear. Below is what the rules mean specifically for a shipper sending hazardous cargo to Russia and the CIS.


1. Which cargoes are treated as dangerous at sea

The category covers goods that threaten human health and life and can harm everything around them, including other cargo in the same hold. In practice this means several groups that a manufacturer may not think of as "hazardous" in the factory.

  • Substances that can explode from friction or detonation and leave destruction behind.
  • Flammable substances that ignite under temperature or other external influence.
  • Goods that cause corrosion — corrosive processes can end in an explosion.
  • Poisons and other substances toxic to people, which demand the strictest compliance with the carriage rules.

If your product falls into any of these groups, the shipment stops being an ordinary export sale: the class you assign determines the packaging, the place of the container on the vessel and the paperwork your consignee will use for clearance in Russia.

2. What the Code requires from the shipper

Placement and securing of the cargo must follow safety norms strictly, and the method is chosen according to the properties of the goods and their hazard class. Explosive substances are stowed in special compartments that stay locked for the voyage, and detonators must not be anywhere nearby. Goods that give off vapours must travel in well-ventilated spaces or containers. None of this can be decided after the vessel sails — it depends on the data you declare.

Where the goods need special conditions in transit — a temperature and humidity regime, for example — the carrier is required to hold a Certificate describing the properties of the cargo. That description comes from you as the manufacturer or supplier; no one downstream can produce it.

Separate requirements apply to packaging. It must be of high quality with sound performance characteristics. The inner surface must not increase the risk of an incident on contact with the goods it holds — in other words, the packaging material has to be compatible with your product. The performance properties must withstand the stresses that arise during loading and unloading, and dunnage or cushioning material is mandatory and subject to its own requirements.

Marking and the preparation of accompanying documents belong to the same chain. When these are handled together with the sea freight booking, the cargo data stays consistent from the packing list through to the arrival documents. For chemical products and raw materials the same data is then reused in customs clearance in Russia, and where the goods require permits, in certification.

3. What your buyer in Russia will ask you for

Your consignee cannot invent the hazard data — they can only pass on what you send. The table below shows what each requirement means on your side and what happens if it is left open.

Containers most often stand still not because of the cargo itself but because of a mismatch: the hazard data in the shipping documents does not agree with the marking on the packages or with the invoice description. Fix the wording once, before loading, and use exactly the same wording in every document that travels with the goods.

4. What to do before the container is loaded

  1. Confirm whether your product falls into one of the hazard groups — explosive, flammable, corrosive or toxic — and fix its class before you book space.
  2. Prepare a full description of the properties of the goods, including any temperature and humidity regime the cargo needs in transit, so that the carrier can hold the required Certificate.
  3. Check that the packaging is compatible with the contents: the inner surface must not react with the product, and the packaging must survive loading and unloading.
  4. Provide dunnage or cushioning material that meets the requirements — this is not optional for hazardous cargo.
  5. Mark packages and the container consistently, and make sure the marking matches the wording in the invoice and packing list word for word.
  6. Send the complete document set to your Russian buyer before the vessel arrives, not after — clearance preparation starts while the cargo is still at sea.

5. Frequently asked questions

Our product is only mildly corrosive. Does it still count as dangerous?
If it can start corrosive processes, it belongs to the regulated category — the rules look at the property, not at the intensity. Declare it and let the class decide the packaging and stowage.

Who is responsible for the Certificate describing the cargo properties?
The carrier is required to hold it, but the content comes from the shipper. Only the manufacturer or supplier knows the real properties of the substance, so delays here are almost always delays on the sending side.

Can our Russian buyer correct the hazard data after arrival?
They can only work with what you sent. A correction after arrival means amended documents, re-checks and time on the terminal, all of it billable to someone — usually to the contract that was late.

Does the packaging really have to be new or specially made?
What matters is quality and performance: the inner surface must not increase the risk of an incident on contact with the goods, and the packaging must withstand the stresses of loading and unloading. Reused packaging that no longer meets this is a rejected container.
