EAEU Certificates and Declarations of Conformity: What Your Russian Buyer Will Ask You For

Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia apply one set of customs rules and one conformity assessment system. More than 45 technical regulations set safety requirements for different categories of goods, and the procedure for obtaining the approval document is identical in all five countries: a document issued in one member state is valid in the others. For an exporter this means the product is assessed not against a national Russian standard but against a union-wide regulation, and the document has to exist before the goods reach the border. In 2026 the picture changed in one important way: Rosaccreditation, the Russian accreditation authority, is suspending and cancelling documents that were issued without real laboratory testing.


1. One market, one set of rules

The common certification system of the Eurasian Economic Union (EAEU) was built for two purposes: to keep unsafe products out and to let goods circulate freely inside the union once they are approved. Conformity with a technical regulation is confirmed in one of two forms — certification or declaration of conformity. Which form applies is not a matter of choice: it follows from the technical regulation that covers your product.

Mandatory conformity assessment currently applies, among others, to these categories:

  • food products (meat and dairy products, vegetables, fruit);
  • motor vehicles;
  • electrical equipment;
  • fuel, oils, lubricants and other petroleum products;
  • alcohol and tobacco products;
  • children's goods and toys;
  • cosmetics and perfumery;
  • furniture;
  • paints and varnishes;
  • animal feed;
  • light industry goods;
  • machinery and equipment;
  • explosives and pyrotechnic articles;
  • railway transport;
  • small craft;
  • equipment for explosive atmospheres;
  • gas-fired appliances;
  • personal protective equipment;
  • pressure equipment.

There is also voluntary certification for products that do not need a mandatory document. It is not required for customs release, but it raises customer confidence in the product and the manufacturer and gives an advantage in state and commercial tenders — worth knowing if your buyer sells into public procurement and asks you for extra paperwork that no regulation seems to demand.

2. Certificate or declaration: who carries the responsibility

The two documents look similar on the customs declaration, but they are built differently, and the difference decides how much of the work lands on you as the manufacturer.

Beyond the two main documents, a shipment may need a fire safety certificate, a State Registration Certificate (SGR), a conclusion that the goods are not subject to export control, or — just as often — a refusal letter confirming that the product needs no mandatory approval at all. 3. What your buyer in Russia will ask you for

Neither a certificate nor a declaration can be obtained on the strength of an invoice alone. Whoever applies for the document in Russia, the technical material comes from the factory, and your buyer will come back to you with a fairly predictable list: product samples for the laboratory, a full technical description and specification, composition or materials used, drawings or a wiring diagram for equipment, layouts of the labelling and the user manual, and a letter from the manufacturer confirming who produces the goods and where.

Two things matter more than the volume of paperwork. First, the product name in the approval document must match the name in the contract, invoice and packing list — a discrepancy that looks cosmetic to you is a reason for the customs office to hold the shipment. Second, samples travel as goods: they have to be shipped, cleared and delivered to the laboratory before anything can be tested, and that time sits at the start of your delivery schedule, not at the end.

The approval document must be in force before the goods are declared at the border, not after they arrive. A container that reaches the border while the laboratory is still testing the samples waits in a temporary storage warehouse — and the cost of that wait ends up on one of the parties to your contract.

4. Validity, inspection control and the 2026 checks

The validity period of a certificate or declaration is set by the certification scheme and normally runs from one to five years. For serial production, certification also brings inspection control: the certification body carries out a systematic assessment, as a rule once a year, to confirm that the certified product still meets the requirements confirmed at the time of certification. In practice this means the factory may be asked for fresh samples or production data during the life of the document, and a change of formulation, component or production site is a reason to revisit the certificate rather than to keep quiet about it.

The 2026 development is the more serious one. Rosaccreditation is suspending and cancelling, on a large scale, documents that were issued without real testing. If the document covering your product is withdrawn, the consequence is immediate for you: the buyer can no longer declare goods under it, shipments in transit lose their legal basis for release, and a new document takes as long as real laboratory work takes. A cheap and fast certificate obtained somewhere by your counterparty is no longer only their risk — it is a delay risk for your cargo and your payment.

5. What the exporter should do

  1. Ask the buyer, before the contract is signed, which technical regulation covers your product and in which form conformity is confirmed — certification or declaration.
  2. Prepare the technical package in advance: specification, composition or materials, drawings, manual, labelling layouts, a manufacturer's letter.
  3. Send samples for testing as a separate early shipment and build the laboratory time into the delivery schedule.
  4. Check that the product name and model designations in the approval document are identical to those in the contract, invoice and packing list.
  5. Ask for the registration number of the certificate or declaration and verify that the document is valid and that the goods described in it are yours.
  6. Tell the buyer about any change of formulation, components or production site — for serial production the document is maintained under annual inspection control.
  7. Keep copies of the technical documentation submitted for the assessment: if the document is challenged, the evidence base has to be produced again.

6. Frequently asked questions

Do I need a separate document for each EAEU country?
No. The rules and the procedure are common to Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia, and a document issued under an EAEU technical regulation works across the union.

Can the certificate be issued to us as the foreign manufacturer?
The applicant may be the manufacturer, the seller or the importer, depending on the scheme. In practice the document is most often arranged on the Russian side, but the technical material and the samples still have to come from the factory.

Our product is not on the mandatory list. Do we still need paperwork?
You may need a refusal letter confirming that the goods are not subject to mandatory certification or declaration — customs may ask on what basis the goods are being released without an approval document. Voluntary certification is a separate, commercial decision.

How long is the document valid?
From one to five years, depending on the certification scheme. For serial production it is supported by inspection control, usually carried out annually.
