In short. If your product contains encryption — and that covers a great deal of electronics, network equipment, industrial controllers and software-driven devices — your consignee in Russia has to hold an FSB notification before the goods can be cleared. The paperwork is filed on the Russian side, but one document in the set can only come from you, the manufacturer or supplier: a power of attorney authorising the applicant to represent your interests before the FSB. The procedure takes roughly 3 to 4 weeks and costs RUB 20,000–30,000. No product samples are required, so nothing has to be shipped in advance.

1. Why your buyer is asking you for a power of attorney

The notification is a registration filed with the Russian authorities on behalf of the product’s manufacturer. The company that actually files it in Russia — your importer, distributor or their customs representative — is not the manufacturer, so it needs a written mandate from you to act in your name. That mandate is the power of attorney from the foreign manufacturer, and it is the single element of the whole file that cannot be produced without your participation.

This is why the request usually reaches you late and unexpectedly: your buyer discovers the requirement while preparing the import, and the clock only starts once your signed document is in their hands. From your side the effort is small — a template on your letterhead, a signature, a courier envelope — but the schedule of the whole shipment hangs on it.

2. The full document set: who prepares what

It is worth seeing the entire file at once, because it makes clear how little of it is yours. Everything except the power of attorney is drafted by the service provider in Russia and signed by the recipient of the service — that is, your buyer.

The original power of attorney is not returned — it stays in the file. If you expect to work with more than one partner in the region, sign the mandate in a form your buyer can hand over as a notarised copy, and keep the original for future use.

3. Timing, cost and the risk of a hold at the border

Processing takes approximately 3 to 4 weeks and the cost is RUB 20,000–30,000. Against the value of a container of electronics that is a rounding error; against a shipping schedule it is a full month that has to exist somewhere in your plan.

The order of events matters more than the amounts. The notification has to be in place by the time the goods are presented for clearance, not by the time they leave your warehouse. If the power of attorney is signed in the same week the vessel sails, the arithmetic simply does not work: the cargo reaches the border while the file is still being processed, and it sits there accruing storage and demurrage that nobody budgeted for.

Count backwards from the arrival date, not the departure date: the signed power of attorney should leave your office at least a month before the goods reach the Russian border.

One more practical point: the product designations in the notification should match what you write on the invoice and packing list. A model index that appears in one form on the notification and in another on the shipping documents turns a routine clearance into a correspondence about whether the permit covers this particular article. Fix the naming once, at the moment you sign the mandate, and reuse it in every document that follows — that discipline saves days at the stage of customs clearance.

4. What the exporter should do

Ask your buyer, at the quotation stage rather than at booking, whether the goods will require an FSB notification. The answer depends on the encryption functions in the product, not on its commercial category.
Download the template and reproduce it on your company letterhead without rewriting the substance of the mandate.
Have it signed by an officer entitled to act for the company, and check that the manufacturer’s name matches your registration documents exactly.
Send a scan immediately so preparation can start, and dispatch the paper original by courier — the file is completed with the original, not the scan.
Add 3 to 4 weeks to the schedule before the arrival date and do not confirm a shipping date that leaves less.
Keep your own copy of the signed mandate and the exact product designations used in it, so the next shipment does not start from a blank page.

5. Frequently asked questions

Do we have to send product samples?
No. Samples are not part of the procedure, so nothing has to be shipped or written off in advance.

Will we get the original power of attorney back?
No — the original stays in the file and is not returned. A notarised copy can be handed over for the filing while the original remains available to you for other cases.

Do we have to sign the notification forms and the cover letter as well?
No. Those are drafted by the service provider and signed by the recipient of the service in Russia. Your signature is needed on the manufacturer’s power of attorney only.

Can we ship while the notification is still being processed?
Commercially you can, but you are betting the clearance date on it. If the goods arrive before the notification is issued, they wait at the border at somebody’s expense — and that argument usually lands back on the supplier.
