Parallel Imports to Russia in 2026: What Your Shipment Needs Now That the Minpromtorg List Keeps Moving

Guides

When a Russian trading company buys your branded goods without the rightsholder's consent, the consignment still crosses the border the ordinary way: a customs declaration, proof of customs value, duty and VAT at the rates of its HS code, permit documents, marking. The parallel-import mechanism removes exactly one barrier — the trademark claim — and only for items that appear on the Minpromtorg list on the day the declaration is filed. The list is not being cut back as a whole, but targeted removals have already happened: an updated version took effect at the end of May, dropping Braun electric shavers, Biorepair oral care products and a number of laptop, computer and server positions. Volumes through the channel are shrinking too — around 20.5 billion dollars is expected for 2026 against 23.1 billion for 2025. The practical consequence for you as the shipper: your buyer has to re-check the list before every consignment, not once when the direction was opened, and your documents have to survive that check.

What the permission removes for your goods — and what it does not

The mechanism launched in 2022 works as an exception from the protection of exclusive trademark rights: for goods on the Minpromtorg list, import without the rightsholder's consent is not treated as an infringement. That is where the concessions end — and everything that ends there lands on your side of the deal.

  • Rates do not change. Duty and VAT are calculated from the customs value under the general rules of the relevant HS code. There is no separate “parallel import tariff”, so a buyer who expected a cheaper clearance will look for the saving in your price instead.
  • Conformity assessment stays. Certificates and declarations of conformity, state registration certificates, notifications for encryption functionality are required in exactly the same volume as for direct supplies from the manufacturer. They are issued on the Russian applicant, but they are built on your technical documentation, test samples and factory data.
  • Marking stays. If the product group falls under mandatory marking, the codes are applied before import and the goods cannot be sold without them, whatever the purchase channel. In practice this is done at your plant, at your warehouse or at a consolidation warehouse abroad — it needs label space and line time.
  • Customs value is checked harder. Buying from an intermediary rather than from the manufacturer almost always raises questions about the structure of the price and about the relationship between seller and buyer. Those questions come back to you as requests for a price list, an export declaration and freight invoices.

This is why “allowed under parallel import” and “will clear customs without trouble” are not the same statement. Most delays at release are caused not by the trademark, but by permit documents and value — the two areas where the shipper's paperwork decides the outcome.

Parallel and grey import: the line you must not let your buyer cross

In correspondence the words “parallel”, “grey” and “parallel grey import” are used interchangeably, and that is an expensive habit. The dividing line is single: was a customs declaration filed or not.

Parallel import is fully legal: the cargo is declared, duties and VAT are paid, the documents are issued in the buyer's company name, the goods go on its balance sheet and the input VAT is deductible. The only difference from the classic scheme is that the buyer purchases from you rather than from the rightsholder or its authorised dealer. Grey import means bringing goods in outside the declaration process, or with an understated value and a substituted description — no lawfully filed declaration, no deduction, no legal history for the goods.

For an exporter this is not a semantic question. Requests to issue a second, lower invoice, to describe the goods on the transport documents differently from what is actually in the boxes, to split a consignment on paper, or to ship “without unnecessary paperwork” pull your own documents into that scheme. Legal parallel import, by contrast, works in your favour: the contract is in your name, the payment runs through the bank, and the documents you issue are the ones the buyer shows to the bank, the tax authority and the marketplace. Weak documents delay the customs release — and the release is what the payment usually follows.

Parallel Imports to Russia in 2026: What Your Shipment Needs Now That the Minpromtorg List Keeps Moving

Goods on the Minpromtorg list clear Russian customs on the standard footing — the permission covers the trademark only, not duties, certificates or marking.

Documents your Russian buyer will ask you for

A parallel-import file differs from an ordinary one in one respect only: the resale chain has to be traceable. Almost every item in the set below is issued by you or obtained through you.

  1. The foreign trade contract and its annexes — a specification with the exact product name, brand, model, quantity and price. Vague wording such as “consumer electronics, assorted” is what triggers the questions later.
  2. The invoice and packing list, where the brand and model are written exactly as they appear on the goods themselves and on the packaging. Any mismatch between the label and the invoice is read at the border as a description discrepancy.
  3. Transport documents: bill of lading, CMR, air waybill or rail consignment note.
  4. Payment documents; the buyer may also have to register the contract with its bank, and it will need a contract text that is fit for that.
  5. Permit documents for the product group: declaration or certificate of conformity, state registration certificate, notification. Your technical documentation and samples are the input for all of them.
  6. Evidence supporting the customs value: your price list, the export declaration of the country of departure, freight and insurance invoices.
  7. Confirmation that the item is on the current Minpromtorg list — brand, product type and HS group together. Your part here is to state the exact product type, not only the brand.

The weak point is that last item together with the match between the goods description and the HS code. Our overview of the procedure and of what a customs clearance company prepares covers the file as a whole; what matters here is that under parallel import the inspector additionally checks the brand and the product type against the list.

If your item is delisted while the goods are in transit

The list is alive: positions are withdrawn when domestic production appears or analogues from friendly countries reach the market. The May update showed the logic clearly — it covered both household items such as Braun electric shavers and Biorepair products, and categories far more sensitive commercially: laptops, computers and servers.

What counts is the edition of the list in force on the day the declaration is filed, not the day your buyer placed the order. A sea consignment travels for months, and goods that were lawful on the payment date can arrive at the port as goods that may not be imported without the rightsholder's consent. Agree in the contract, before loading, who bears storage, demurrage and the cost of a return if that happens.

SituationWhat happens at the Russian borderWhat is expected from you as the shipper
Brand and product type are on the list on the declaration dateNo trademark claimShip as usual; give the buyer the exact brand and model wording and keep it identical on the invoice, packing list and labels
The item is delisted while the cargo is in transitImport without the rightsholder's consent infringes exclusive rights; release is suspendedBe ready to supply the rightsholder's consent or a dealer agreement quickly; otherwise re-export or a change of purchase scheme, with costs allocated in advance
The brand is on the list, but under a different product groupMismatch between the HS code and the permitted position, refusal to releaseConfirm the exact product type and technical description, not just the trademark
No-name goods without a protected trademarkThe list does not apply to themPrepare the standard permit file: technical documentation and samples for conformity assessment
A large consignment of equipment or electronics is plannedThe category most exposed to list revisionsSplit the volume into several shipments, allow a schedule buffer, and send final documents early so the buyer can file a preliminary declaration

The fall in volumes — roughly 12.2 billion dollars over seven months of 2026 — points to a channel that is narrowing towards specific product groups, not closing. Planning a year of shipments against a single edition of the list is no longer realistic, and that applies to your production schedule as much as to your buyer's purchase plan.

What to do as the supplier

  1. Give the buyer a full nomenclature list before the order is confirmed: brand, model, exact product type and the way it is designated on the goods, with the HS code you use for export.
  2. Ask for written confirmation that each item is on the current edition of the list — by brand and by product type — and repeat the request before production or loading starts.
  3. Keep the specification, invoice, packing list and physical labels identical. One extra word on the box is enough to turn a routine release into a description check.
  4. Prepare your price list and the export declaration of the country of departure in advance. They are requested during customs value verification, and obtaining an export declaration retroactively takes days or weeks.
  5. Send scans of the full document set immediately after loading, so that a preliminary declaration can be filed while the cargo is still moving — the shortest way to reduce the window in which the rules can change.
  6. For goods subject to Russian conformity assessment, release technical documentation and test samples early: certification takes weeks and does not speed up because a container has arrived.
  7. If the product group is under mandatory marking, agree who applies the codes and where. They go on before import, so plan label space and production line time.
  8. For sensitive categories keep a fallback ready: the rightsholder's written consent, an alternative model, or agreed re-export terms. For large volumes of electronics and home appliances or equipment and machines moving by sea, several smaller shipments are safer than one large one.

Frequently asked questions

Is parallel import the same as counterfeit?
No. Counterfeit means an imitation using someone else's trademark. Under parallel import the goods are genuine, made by the rightsholder, but imported without its consent. For items on the Minpromtorg list this is lawful.

Will my buyer pay lower duties because the goods go through parallel import?
No. Duty and VAT are calculated from the customs value under the general rules of the HS code; there is no separate parallel-import tariff. Any expectation of a cheaper landed cost has to be met somewhere other than the border.

What does “full clearance without payment” mean for free-of-charge shipments?
That is how the market describes a consignment that goes through full declaration although no money is transferred to the foreign supplier: free-of-charge deliveries, promotional samples and catalogues, warranty replacements. There is no relief here — the declaration is filed, the customs value is determined by calculation, and duty and VAT are paid as in an ordinary sale. A free sample is not a free border crossing, so send it with an invoice or proforma stating a value.

Can goods be shipped without a contract, up to a certain amount?
The threshold belongs to currency control, not to customs: Russian import contracts have to be registered with the bank once the amount of obligations reaches a set level, and that level has to be checked as at the date of the deal. Customs in any case needs a document confirming the transaction and the value — an invoice, a proforma, or a letter confirming a free-of-charge supply.

Is a certificate still needed if the goods are imported under parallel import?
Yes, in full. The permission concerns the trademark only. Conformity assessment, marking and other requirements attach to the product, not to the purchase channel.

“The mistake is usually made six months before the declaration, not at the border. Someone checks the list once, ticks the box, and the shipments keep going by inertia. The second classic error is checking the brand alone. The list is built on the pair ‘product type plus brand', and it happens that the mark is there while your particular product group is not. A consignment like that is stopped at release, and by then there is nothing left to argue about.

On timing I advise a double buffer for anything related to electronics and equipment: these are the categories revised most often. If the volume is large and moves by sea, it is better to break it into several shipments and let the buyer file the declaration in advance — that shortens the window in which the rules can change while the cargo is on the water. And keep the rightsholder's contact, or its representative's, within reach: a written consent is sometimes faster to obtain than a container is to turn around. For the supplier the rule is simple — every document you issue should say the same thing as the label on the box.”

Summary

Parallel import remains a working channel into Russia, but a narrowing one: volumes are falling and the Minpromtorg list loses individual positions from time to time. The permission settles the trademark question and changes nothing in duties, VAT, certification or marking. For you as the shipper this means keeping brand and product type wording exact and identical across the whole document set, releasing technical documentation and value evidence before the cargo moves, and building a schedule buffer into sensitive categories. Ask us to review your shipment and we will go through your nomenclature and documents for the specific consignment.
