Russia Extends Frozen and Semi-Finished Food Marking Pilot: What It Means for Your Shipment

If you ship frozen fish, curd and fresh cheese, ice cream or bottled drinking water in consumer packaging to Russia, your buyer is about to add one more line to the usual shipment paperwork: identification codes. Russia has extended its pilot on applying identification means (Data Matrix codes) to semi-finished and frozen products through 28 February 2027 inclusive, and the list of goods has been expanded with new EAEU HS codes. Participation is still voluntary — but the question being decided right now is where the codes are physically applied: on your packing line, at a consolidation warehouse before loading, or in Russia after import — and who pays for it under the contract. The difference between these scenarios is measured not in penalties, but in days of standing cargo and the cost of repacking the batch. Below: which positions were added, what your buyer will ask for, and how to prepare in advance.


Which shipments the expanded list covers

The pilot applies to selected types of semi-finished and frozen products in consumer packaging. From 29 August 2026 further EAEU HS positions were added to the list, and it is worth checking them against your own product range:

  • 0303 — frozen fish (other than fish fillets and other fish meat of heading 0304). This is the bulk of frozen fish shipped in retail packs;
  • 0406 10 800 0 — fresh (unripened or uncured) cheese and curd, other. A large share of packed short-shelf-life dairy falls here;
  • 2105 00 — ice cream and other edible ice;
  • 0504 00 000 0 — guts, bladders and stomachs of animals (other than fish), whole and in pieces, including frozen and salted — raw material for sausage production;
  • 2201 90 000 0 — other waters, including drinking water, as well as ice and snow.

Note that whether a product falls under the pilot is determined by the code in the Russian import declaration, not by how the item is named in your invoice or on the label. If a shipment is mixed — frozen fish together with fish fillet, for example — part of the batch will fall under the list and part will not, and the packing plan has to reflect that before the container is loaded, not after the declaration is filed. For goods of animal origin, veterinary control applies on top: an import permit from Rosselkhoznadzor, processing in the VetIS information system, and the status of your plant in the register of approved establishments. The extension is not a postponement, it is a preparation window: once marking becomes mandatory, you will not be able to retool a packing line and rewrite contract specifications within a single shipment.

The practical value of the extension is that codes can be applied and reported on a small batch while a mistake carries no liability. It is exactly on trial shipments that you find out that the label does not hold on the pack at sub-zero temperatures, that the code cannot be read by a scanner through condensation, or that the identification mark was placed on the transport carton instead of the consumer pack.

Where codes are applied: your line, the consolidation warehouse or Russia

For imported goods, identification means are applied before the goods enter Russia — that is the basic logic of the system, and in product groups where marking is already mandatory it works exactly this way. So the question of where comes down to three scenarios: at your production site, at a consolidation warehouse in the country of departure, or at a bonded warehouse after arrival. Application at the packing stage on your own line is the cheapest option per unit, but it requires the plant to be able to receive code files and report the fact of application. If your equipment is not ready for that, the codes are applied at the consolidation warehouse before loading — in the same place where quantities are checked and repacking is done.

What matters for you commercially: the codes themselves are ordered and paid for by the Russian buyer, who is the participant of turnover in the system. Your side of the deal is the technical part — agreed packaging, print quality, position of the code on the consumer pack, and confirmation that the codes were applied to the units actually shipped. Frozen and chilled cargo is additionally tied to temperature regime and permit documents, which is a separate block of work within customs clearance of food products and certification.

The third scenario is application at a temporary storage or bonded warehouse after arrival. It saves the shipment when the supplier has failed to deliver marked goods, but for frozen cargo it is expensive: every reprocessing of the batch means warming up the picking area, a risk of breaking the cold chain, and quality claims from the receiving retail chain — claims that come back to you as the shipper. It is also the scenario in which your goods sit at the border area longest.

HS codes and packaging requirements: what the pilot does not cover

A frequent question from berry suppliers: are frozen raspberries and strawberries subject to marking? No — these goods are classified under heading 0811 (fruit and nuts, frozen): strawberries under subheading 0811 10, raspberries, blackberries, currants and gooseberries under 0811 20. This heading is not included in the pilot list, so for now the HS code of frozen raspberries or strawberries is neutral in terms of identification marking. That does not mean the product is free of requirements: phytosanitary control, declarations under the technical regulations and a correct label all remain.

It is important not to mix two different kinds of marking. The first is the identification means of the Russian traceability system: a Data Matrix code tied to the movement of goods. The second is the technical regulation requirements for packaging and labelling: TR CU 022/2011 on food labelling (composition, nutritional value, date of manufacture, shelf life, storage conditions, name and address of the manufacturer), TR CU 021/2011 on food safety, TR CU 005/2011 on packaging, and TR EAEU 040/2016 for fish products. Claims at the border and in retail arise far more often over the second group: no Russian-language translation, no importer details, no information on storage conditions after opening. Since artwork is produced on your side, this is where a delay is created long before the container is loaded. An identification code applied to a pack with a non-compliant label does not solve the problem.

What the exporter should do

  1. Ask your Russian buyer for the HS codes actually used in the import declaration and match your product range against the updated list by code, not by product name. Pay separate attention to borderline items: frozen fish versus fillet, fresh cheese versus ripened, drinking water versus beverages.
  2. Split your range into consumer and non-consumer packaging: the pilot covers products in consumer packaging, and under one contract the regime may differ between items.
  3. Confirm in writing what your site can technically do: type of printer or label, adhesive performance at minus eighteen, the position of the code on the pack.
  4. Record in an addendum to the contract who buys the codes, who applies them, who bears the cost of application defects and who pays for repacking.
  5. Run a trial shipment with a small batch and check code readability after reefer transport at the destination warehouse, not only at your own loading dock.
  6. In parallel, bring the label in line with TR CU 022/2011 and put permit documents in order — declarations of conformity, veterinary documents, registration of your plant in the register of approved establishments.
  7. Build the marking operation into your lead time and price: application abroad means extra days at the consolidation warehouse, application in Russia means work at a temporary storage warehouse before release — and a later delivery date for your buyer either way.

Frequently asked questions

The pilot is voluntary. Can we simply wait until marking becomes mandatory?
Formally yes, participation is at the initiative of the participant of turnover. In practice, the extension to 28 February 2027 gives exactly what pilots exist for: a chance to debug the process without liability for mistakes. Suppliers who have gone through this in other product groups confirm that preparation takes months, not weeks.

Our plant cannot work with the Russian marking system. What then?
The codes are ordered and paid for by the importer as the participant of turnover, and application is delegated to a consolidation warehouse or a contractor in the country of departure. In that case it is enough for the plant to ship the goods in the agreed packaging — all work with the codes stays outside your production line.

Do frozen berries fall under the pilot?
No. Frozen raspberries, strawberries and currants belong to heading 0811, which is not in the pilot list. Technical regulation requirements for the label and phytosanitary control apply in full.

Does the pilot change the HS code, the import duty or VAT on our goods?
No. Classification, the import duty rate and the VAT rate are determined separately and do not depend on the marking pilot. What changes is the amount of preparatory work on packaging and product data.
