If you ship goods to Russia by rail, the bottleneck for your consignment is not the container rate but the land border crossing: the gauge change, the queue for the terminal, placement into a temporary storage warehouse, document checks and, where required, physical inspection. In Zabaikalsky Krai an international multimodal logistics complex, Zabaikalsk, is being prepared — 40 hectares with railway stations, a container terminal, a customs zone and its own power capacity; investment is estimated at no less than 10 billion roubles, and a memorandum of intent was signed at the Eastern Economic Forum with a Chinese partner. What the Zabaikalsk complex changes and how to treat it in your planning
According to the project description, the complex will combine railway stations, a container terminal, a customs zone and power capacity on a 40-hectare site; expected employment is 240 people. The project is announced as part of a new land corridor between Russia and China. The practical substance is this: transshipment and warehousing capacity is to be added next to the place where customs operations happen, which removes some of the shunting of cargo between separate sites.
What has been signed, however, is a memorandum of intent. There are no public commissioning dates, no terminal operating scheme and no list of operators, so building a shipping schedule around future capacity is premature. The sensible position for a supplier is to quote transit times to your buyer on the infrastructure that exists now, and to track the project as a factor that may later affect the routing and the place of clearance — at the border or at an inland customs office. Either way, the customs chain on this route stays multi-stage, and the time saving comes not from the terminal itself but from documents that are complete before the wagon arrives.
Where time is lost at a land rail crossing
The track gauge differs on the two sides of the Russian–Chinese border, so cargo is either transshipped or the wagons are moved onto different bogies. That is a separate technological operation with its own queue, and it does not depend on how quickly your buyer files the declaration. Add terminal acceptance, container placement, temporary storage warehouse paperwork and, if required, customs inspection. Together these steps account for most of the spread in transit times — from a few days to a couple of weeks.
Most consignments stand still not because of customs, but because the data does not match: the weight and the number of packages in the rail waybill disagree with the invoice and the packing list, or the waybill describes the goods simply as «equipment» with no model and no purpose. Every discrepancy has to be closed by a letter from you, the shipper — and that correspondence takes longer than the release itself.
The second typical cause of delay is permits that nobody started early. Machines and industrial equipment (HS chapter 84) normally require a declaration or certificate of conformity under the technical regulations on the safety of machinery and equipment and on low-voltage equipment, plus electromagnetic compatibility. Electronics and household appliances (chapter 85) fall under the same regulations, and where the product has encryption functions (Wi-Fi, Bluetooth) a notification for cryptographic means is needed as well. Auto parts and components (chapters 84, 85, 87) often fall under conformity assessment for wheeled vehicles or under the requirements for the single conformity mark. The EAC marking on the product and the packaging must be applied before the cargo arrives: applying it at the temporary storage warehouse means extra time and a separate permission for operations with the goods — a cost your buyer will come back to you with.

CIF, CFR and CIP: which term fits a rail shipment
These three terms are constantly confused, and they determine both the allocation of risk and the structure of the customs value on arrival. CFR (cost and freight) means the seller pays carriage to the named port of destination but does not insure the goods; risk passes to the buyer once the goods are loaded on board. CIF is the same plus minimum insurance at the seller's expense. CIP (carriage and insurance paid to) works differently: it applies to any mode of transport and to multimodal carriage, risk passes when the goods are handed to the first carrier, and the seller arranges insurance with extended cover.
The practical conclusion for a Zabaikalsk routing is simple: CIF and CFR are meant for sea and inland waterway transport only. Putting them into a contract for a rail dispatch from inland China is incorrect — and when an insurance claim or a dispute about the moment risk passed has to be settled, the wording works against whoever relied on it. For rail and multimodal schemes, CPT and CIP are the logical choice; if your buyer purchases on FCA terms, they control the carriage and the cost of each leg themselves.
This feeds straight into the customs value. Transport costs up to the place of arrival at the EAEU customs territory are included in it — for a land routing, that place is the crossing point itself. If the contract price already includes delivery to a warehouse inside Russia, part of the transport cost incurred after the border can be deducted, but only when it is shown as a separate amount in the documents and confirmed by the carrier's invoice. When your invoice carries a single figure marked «CIF Moscow», there is nothing to deduct from, and the buyer pays duty and VAT on an inflated base. By the same logic, under CFR the cost of insurance arranged by the buyer is added to the transaction price as a separate item. In other words, an invoice that is not broken down makes your price more expensive for the buyer than a competitor's identical offer — not on the goods, but on the tax base. What matters here is that the contract, the invoice and the transport documents all describe one and the same transaction in the same way.

What the exporter should do before dispatch
- Re-read the delivery term in the current contract. If it says CIF or CFR for a rail dispatch, replace it with CPT, CIP or FCA and fix the exact point up to which you bear the costs.
- Issue the invoice with separate amounts: price of the goods, carriage to the border, carriage after the border, insurance. This is what your buyer's duty and VAT calculation is built on.
- Send the technical description and photographs early enough for the EAEU HS code to be determined before dispatch, not from the product name in your price list. The code drives both the duty rate and the list of permits.
- Release samples and the technical file for certification or declaration of conformity while production is still running. Laboratory testing takes weeks and is the single most common source of standstill.
- Apply the marking at the factory: the single conformity mark, product name, country of origin and importer details on the packaging before the goods are loaded into the container.
- Reconcile the rail waybill against the invoice and the packing list — weight, number of packages, description — before the train leaves the station of departure. After that, every correction costs days.
- Agree with your buyer where the goods will be released, at the border or at an inland customs office, and supply your documents in time for the transit procedure to be opened.
