Combined duty rate

A combined rate is an import duty rate that merges an ad valorem and a specific part. Usually the larger of the two amounts is paid (under the formula "a percentage, but not less than an amount per kg") or their sum.

This format protects the budget both from undervaluation and from cheap high-volume imports. The calculation requires both the value and the physical characteristics of the goods.
