In short. 1. What the interview is about
The Electronica Connect community talked to the head of iCustoms about two things: the capabilities of the service itself, and the demand for Chinese electronics on the Russian market against the background of developing domestic technology. It is a view from inside the customs process — from the company that receives goods after they arrive and turns a set of supplier documents into a customs declaration.
If you sell electronics, components or finished devices into Russia and the CIS, this is the stage where your shipment either moves or stops. Your part of the chain ends at the port or the border; everything that happens next runs on the papers you issued and on the data you put into them.
2. Why the flow of electronics into Russia continues
The point made in the interview matters to any supplier, not only to Chinese factories: local production is growing, but imported electronics remain in demand. The market keeps buying components, devices and equipment from abroad, and customs sees that flow every day.
For you that has one practical consequence. Electronics is a category customs officers know well — prices, brands, typical descriptions, typical package weights. Your invoice is not read in isolation; it is compared with a dense picture of comparable goods. A vague description or a price that sits far from the usual range is what triggers questions, and questions cost days. This is exactly the routine work behind customs clearance of electronics and home appliances and behind the clearance of electronic components from the USA, Europe and China.
Routing matters too. A large share of electronics reaches Russia overland, as consolidated road cargo, where your boxes travel next to other shippers' goods. 3. What your Russian buyer will ask you for
Requests that look excessive from the outside are almost always driven by the declaration form. To declare your goods, the buyer needs a classification code, a customs value they can prove, and permit documents that match the goods precisely.
- A commercial description, not a catalogue name. Type of product, brand, model or part number, function, and — where it matters — material and power rating.
- Invoice detail per line: unit price, currency, quantity, the contract number and date, and the Incoterms term with the named place.
- Packing data: number of packages, gross and net weight, and package marking that repeats what is written in the packing list.
- Technical files: datasheets, photos and manuals. They are the basis both for classification and for conformity assessment.
- Conformity documents valid in the EAEU. CE and FCC marks do not apply here; the buyer or their authorised representative has to obtain EAEU documents, and that work — see certification — often needs samples and time before the main shipment departs.
- A clear statement about radio and encryption functions. Wi-Fi, Bluetooth and any built-in cryptography change the permit set for the import.
The most common reason an electronics shipment waits at the border is not a missing certificate but a description that says nothing: an invoice line reading “electronic parts, 500 pcs” gives the inspector no way to confirm the declared code, and the cargo sits while the buyer asks you for information you could have written in five minutes.
4. Your export pack vs. a Russian customs declaration
Compare what a typical export set contains with what has to be entered into the declaration on arrival.

5. What the exporter should do
- Ask the buyer which classification code they intend to declare, and what description that code expects. Write the same wording into the invoice and the packing list.
- Put brand, model or part number and the purpose of the goods on every invoice line. Drop generic wording such as “electronics” or “samples”.
- Send datasheets, photos and manuals early — before production is finished, not with the truck.
- State in writing whether the product contains radio modules or encryption. Do not leave this for the buyer to guess from the datasheet.
- Agree the Incoterms term and the cost split explicitly: freight, insurance and packing costs affect the customs value your buyer has to prove.
- If certification is required, plan samples and testing time into the schedule and ship the samples separately, correctly described.
- Make the physical marking on the boxes match the packing list one to one; discrepancies found during inspection turn a routine clearance into an examination.
- Send scans of the full document set the moment the goods are ready, so the buyer can pre-check the pack while the cargo is still in transit.
6. Frequently asked questions
We already hold CE and FCC certificates. Is that enough for Russia?
No. The EAEU runs its own conformity system, and the applicant must be a company registered inside the union — your buyer or their authorised representative. Your existing test reports and technical files are still useful: they speed up the work and reduce what has to be tested from scratch.
Who is responsible if the goods are held at the border?
Formally the declarant on the Russian side answers to customs. Practically, most holds trace back to documents issued by the shipper, so the delay, the storage cost and the buyer's frustration all land on your shipment.
Will samples be requested from us?
Often yes. Conformity assessment for electronics normally requires physical samples for testing. Send them as a separate shipment with a clear description of their purpose, not inside the commercial cargo.
Do the same rules apply to other CIS destinations?
Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan share one customs code and one conformity system, so a single document set works across them. CIS countries outside the union apply their own requirements, and the buyer there will ask for a different set.

In my experience the weak point is almost never the goods themselves — it is the gap between the box and the paper. A supplier writes the description their own ERP uses, the buyer needs the description the classification code requires, and nobody reconciles the two until the cargo is already at the border. Half an hour spent agreeing the wording with the buyer before shipment saves days of demurrage later.
The second thing worth planning is time, not documents. Conformity assessment for electronics runs on samples and laboratory schedules, and it cannot be compressed once the main shipment is already moving. Suppliers who treat certification as part of the production timeline, and not as something the buyer sorts out on arrival, get their goods released without drama.
